Hey, what is the best CSS (user friendly:beginner level) program for coding layouts in?

You can't code a "layout" in CSS. CSS only adds "style", colours, fonts etc. HTML has to provide the strutcure.

For beginners, I would also suggest Notepad++. Just write <p>This is my first web page.</p>, save the file as filename.html and open it with a browser.
But it seems that you also, or even more, need advice on where to find learning sources. That would be W3 Schools, for beginners. Although not perfect, not one source is, and it definitely is the best in terms of completeness and didactics. Plus, it's free.

The program I really think is cool is Stylizer - http://www.stylizerapp.com/
It's pretty much the best thing out there. |

Agreed - I didn't even realize they don't support IE 9 - that is bad...
I emailed them to see if it will be supported in the future. Ok - so it USED to be the best tools around. |
